What are the plans for folding the i18n changes into w3m proper?

Yes! It works.
A remaining problem: w3m doesn't use the document encoding sent by
the server in the Content-Type header field. The "preferred document
code" setting should only be used for pages without charset parameter
or where the charset is unknown to w3m.
<URL:http://www.msk.ru/> is an excellent test site for this, since
they offer their start page in various encodings, which can be
chosen from a menu bar at the top of the page, and the server
includes the respective charset parameter.
