W3m is not only a web browser but also a pager. it's a policy :-)
For example, some users read e-mail with w3m.
Does not any korean use ISO-2022-kr in plain text or e-mail ?
And, w3m-i18n supports fully ISO-2022 encoding and have no special
processing for ISO-2022-kr. Don't care.
